ICS2 – Now fully operational

The ICS2 (Import Control System), dedicated to the submission of Entry Summary Declarations (ENS), has been fully operational since 1 January 2026, marking the end of the transition period in France.

This communication outlines the requirements for completing and submitting ENS declarations for goods crossing the Smart Border between France and the United Kingdom.

What to remember when travelling with LeShuttle Freight

When completing an ENS for goods travelling via LeShuttle Freight, please ensure you enter:

• For the mode of transport: code 3
• For the active means of transport at the border: the Vehicle Registration Number (VRN) of the tractor

ELO – Obligatory Logistics Envelope

ELO is a digital document holder that gathers all the declarative reference numbers and cargo related information required to secure and streamline Smart Border crossings.

Key reminders

• ENS MRNs submitted in ICS2 must be included in ELO.
• ELO will become mandatory in spring 2026.

However, all operators who have already migrated to ICS2 must use ELO when crossing the Brexit Smart Border to ensure correct and timely processing of ENS declarations.
